According to TSA and some airlines, you can bring car parts following some strict conditions.

According to TSA,

Engine parts and other car parts can be taken in a carry-on or checked baggage in the airplane if the parts are packed in their original box / packed with bubble wrap and it is free of gasoline, oil. Anyway there will be checking happened with the TSA officer. Before that you need to check with airlines you travel.

According to airlines

Some airlines consider it as a oversized baggage which can be carried in a checked baggage. Usually the bumper must be cleaned, free from oil or fuel residue.

Car parts such as bumper, engine are considered as over weight. Either it is allowed in airplane as a checked baggage or cargo baggage. Inform the airplane in advance before booking the ticket to avoid any inconvenience.
