How to submit an electronic health declaration using the SG Arrival Card e-Services?
During the pandemic COVID 19 issue, the traveler including Singapore Citizens, Permanent Residents and Long-Term Pass holders who needs to visit or return Singapore must submit an electronic health declaration via the SG Arrival Card e-Services 3 days prior to their departure.
Singapore Arrival Card (SGAC): How can you use the card for Health Declaration?
The SG Arrival Card, an electronic version of the paper DE card (White Card) required to submit upon arrival for Foreign Visitors in Singapore for immigration clearance. ICA discontinue the use of paper DE Card. All travelers have to provide their arrival information via the SG Arrival Card e-Service or the MyICA Mobile app instead.
Entities who’re Required to Submit SGAC with Electronic Health Declaration
SG Arrival Card (SGAC) submission, are required to submit the Electronic Health Declaration for purposes of disease control, specifically to guard against importing diseases of concern, to protect the health of Singapore residents. False declarations may be prosecuted under the Infectious Diseases Act.
Travelers who’re arriving to Singapore should priorly submit the SG Arrival Card with Electronic Health Declaration. There are exemptions for,
- Transit users transiting/transferring through Singapore without seeking immigration clearance.
- Residents (Singapore citizens, Permanent Residents, Long-Term Pass holders*) travelling through Woodlands and Tuas Checkpoints.
*Long-Term Pass holders: Holders of Studentās Pass, Dependantās Pass, Long-Term Visit Pass and Work Pass
When the Travelers need to submit SGAC?
You are required to submit the SGAC within three (3) days (including the day of arrival) before arrival in Singapore.* Avoid unnecessary delays during immigration clearance upon your arrival.
Where to submit the Health Declaration Form?
- Submit your travel document to the ICA officer at the immigration counter.

Once ICA approval letter is obtained, you must produce it in the check-in point at the departure area in the airport and to the immigration officer at the checkpoint upon arrival in Singapore.

- Enter the details clearly (if you need to correct, you may edit)
- Click “Submit”
- Retrieve of Electronic Pass (e-Pass)
